Israel FHIR Community

The FHIR IL Community was established by 8400 - The Health Network, Ministry of Health, Israel Innovation Authority, Digital Israel, Joint ELKA, and Yad HaNadiv

The implementation of FHIR® in Israel is based on the global FHIR standard, being adapted and localized as needed for the Israeli Healthcare ecosystem.

FHIR's vision is for the bottom-up horizontal development of the standard, by community members (unlike closed data models):
Health organizations, tech companies, startups, academia, government, and others.

Community members represent a wide array of technological and medical fields, and work side by side to create data structures that are tailored to local, concrete needs.

FHIR® member communities are active around the world (e.g. US, UK, Australia, Germany, Netherlands) and, since 2021, in Israel as well.

Leading Team

The leading team is composed of clinicians and information technology representatives from health organizations, as well as software suppliers and industry officials.

After the IL CORE publishes the profiles' drafts, the leading team reviews them to ensure they meet the community's needs and are feasible within the Israeli healthcare system.

Work Groups

Transversal working groups in the community define how the standard is implemented. These groups provide a platform for consultations and collaborative discussions among representatives of the community regarding the entire project process. 

A group leader is appointed for each group.

Product Group

A key focus of the group is the development of business processes and implementation of FHIR-based solutions related to patient consent and information sharing.

Data Security Group

The group aims to address data security and privacy issues related to planned use cases in healthcare organizations and the necessary architecture for implementing FHIR in the healthcare system.

IL CORE Group

This group holds regular meetings to discuss and finalize the draft profiles for the development of the Israeli FHIR standard. The team consists of the professional CORE team, IT experts from healthcare organizations, FHIR leaders in the organizations, business representatives, and healthcare system experts.

Architecture Group

The FHIR IL Architecture team focuses on developing solutions for planning and architecture issues in order to establish a FHIR infrastructure in the organizations, sharing and creating guiding principles.The team includes representatives from organizations within the community.The team meets biweekly for a discussion on issues related to Architecture, and host experts on relevant topics.
